Yes you PS3 can slow down your internet's speed.

I think some modems give you options as to when you can enable internet access. So i would advise checking your routers manual and learning about internet settings and restrictions.

Yes I have the same issue but with XBoxLive 360. Check with your internet provider each provider has their own ideas on how to resolve this issue.
