The Home Beta is currently open only to developers and Sony's Gamer Advisory Panel (GAP, which is invite only and I am a member of). If you are in neither group, then you cannot get in. However, Home is supposed to open this fall and you should hear a lot of new information about it at E3 this week. By Tuesday, you should know when you will get in.
