How can you tell whether your ps2/slim fried or its' adapter?

May be...

Well it just does not work anymore since an hour ago when my sister plugged in the vacuum in the same outlet as the ps2 it just well shut off..? I don't smell anything burnt...

Take it to a game store, have them plug in your console with their AC adapter, then try having them plug in their system with your AC adapter.

You should check the breaker box. Just plugging in the vacuum to the same outlet would not harm your PS2. You could try plugging it in in a different room also to see if it still will not turn on.
