This didn't start happening until after my PS3 froze while using the web browser. After I rebooted it (I didn't have no choice but to), this whole "stuck at the wallpaper and games won't start" situation started.
It's unlikely the browser crashing was the source of the problem. Even if you just unplugged the console instead of shutting it off with the power button, the data shouldn't have been corrupted.
As for your question, it does sound like the PS3 HDD has gone bad. Do you hear a clicking noise coming from the area of the hard drive? If so, your disk is fried.
If no noise, try unplugging the console for about an hour, then replug it in.
If that doesnt work, you're gonna have to call Sony support. Even if the console is not under warranty anymore, they will probably know what to do. I can guarantee you that this is not the first time this has happened-however, it does not indicate some kind of a problem with the PS3's design-bad hard drives happen.
