Can I download PlayStation Network games onto a flash-drive and then transfer them to my PS3?
May be...
Yes but you would have to download them to a PS3 and then put it onto a flash drive. Maybe a friend will let you use theirs. there is no option to download PS3 games on PC. The PS Store is only on PS3 internet browser. nope. download them on the ps3
