Can You Build Houses On The Playstation 2 Version Of Sims 2?

Hello, I was wondering if on the Playstation 2 version of Sims 2, if you can completely build houses from the ground up with different features and designs? and if so, what ways can you build the houses? Also, can you design and drive your own cars? you can only build single story houses with no roof.
