If you bought it from the store, then all you have to do is go back and say that it doesn't work and they should exchange it provided that you still have the proof of purchase.
If it's a burnt DVD that you got from some stingy place in Bali or the local markets then there is your problem. Most of those DVDs work on ordinary DVD players but I'm pretty sure the PS2 does not allow it.
Either that or your PS2 does not like the handle of the DVD. The PS2 wasn't made to be used as a DVD player, it just has the options. The more DVDs you play on the PS2, the worse the PS2 will get.
Some DVD Players are not that strict, when it comes to DVD standards. So some Asian DVD Players (especially cheap ones) that are able to play DivX files will almost play anything that you throw at them.
The PS2 however is very strict, when it comes to check DVD standards. If a selfmade DVD won't play, you did something wrong when you mastered the DVD.
If it is an original DVD, return it to the store and get another one.
