Little big planet question (PS3)?

In Little Big Planet if i go to Create a level and open up my menu the object bag is locked. When do i unlock the object bag?

There are 4 tutorial levels which you must complete first and to unlock things to build with you must play through story-mode a lot (this will give you building materials). Good Luck
